Step 1 to Moving In: Complete Guide to Activating Utilities

Getting your keys is only the beginning. Traditional Japanese apartments are usually completely cut off from water, electricity, and gas when handed over. If you accidentally miss an activation appointment, you might face the hassle of having no hot water or air conditioning.

3-Step Guide to Activating Utilities in Traditional Rentals

Water

Timeline: 3–5 days before moving in
Method: Online form or phone call
This is the easiest utility to set up among the three. Usually, no in-person presence is required. Just enter your new address, name, and estimated start date on the Waterworks Bureau website in advance. On your move-in day, use a screwdriver or your hands to turn on the main water valve inside the outdoor utility pipe box to supply water.

Electricity

Timeline: 1 week before moving in
Method: Online application
The primary electricity provider in Osaka is Kansai Electric Power (Kanden). Following the deregulation of Japan’s electricity market, many new power companies are available. However, choosing Kansai Electric Power with their bundled “Electricity + Gas” package (まとめプラン) is generally recommended for better savings. Once approved, simply flip up the main circuit breaker inside the apartment on your move-in day.

Gas

Timeline: 2 weeks before moving in
Method: Mandatory technician home visit
Gas activation requires the presence of yourself or a representative (立会い)! A technician must enter your apartment to perform on-site safety checks on pipes, water heaters, and gas stoves for leaks. Gas will only be turned on after safety is confirmed and signed off. If you miss your appointment, you will have no hot water on your move-in day.

Essential Student Knowledge: City Gas vs. LP Gas

When renting an apartment in Osaka, be sure to ask which type of gas is used during viewings, as this directly affects your monthly utility bill.

City Gas

Delivered via underground pipes with standardized prices; commonly used in urban apartments.

LP Gas / Liquefied Petroleum Gas

Requires technicians to regularly deliver gas cylinders. Rates are generally 1.5 to 2 times more expensive than City Gas!

Student Advice: LP Gas is generally 1.5 to 2 times more expensive than City Gas. In winter, hot baths and heating bills can reach over 10,000 JPY per month. Make sure to avoid LP gas properties when looking for rentals!
